Mechanics
Accessories are an equipment class alongside weapons and Phantom Edges. The achievement threshold is 30 collected, noticeably larger than the 10-item sets of the three collectibles, which suggests a wider pool of accessory types.
The achievement counts collection only. It does not state whether accessories affect stats, whether they can be upgraded, or how they are obtained.
